-> DB 접속 계정이 php 단에서 제대로 설정 되어 있지 않은것 같습니다.

-> 그에따라 연결 수립이 안되었다는 메세지 입니다.

mysql 에 접근 할 수 없다는 거에요.
아이디나 패스워드가 틀려서 그럴 수도 있고
차단당한것일 수도 있어요
